CIDG Celebrates 61st Founding Anniversary

The CIDG will commemorate its 61st Founding Anniversary on January 20, 2014 with the theme g Ang Pagsisiyasat para sa Katotohanan ang Siyang Tuwid na Daan Tungo sa Tunay na Katarunganh.

Dedicated and committed to its mandated function and aligned on the current Chief PNPfs Thrust, CODE?P: 2030 and Beyond, CIDG has been successful in the arrest of criminals covering the year 2013. CIDG has been arrested a total of 425 Most Wanted Persons under gOplan Pagtugish, and 58 Organized Crime Groups/Criminal Gangs on gOplan Salikop were neutralized and resulted to the arrest of 347 suspects.

In terms of confiscation of loose firearms gOplan Paglalansag Omegah, out of 497 operations conducted, 532 have been arrested. Furthermore, 465 high-powered loose firearms were confiscated while 263 for low-powered firearms. And before the year end of 2013, CIDG arrested a total of 2033 persons who were involved in illegal gambling activities gOplan Bolilyoh.

One of the remarkable accomplishments of CIDG on Oplan Pagtugis is the arrest of Sali Basal TAIB alias Gong-gong Sali/ Abu Husni, Sub Leader of the Abu Sayyaf Group for the crime of Kidnapping and Illegal Detention with a 5.8M head price and the capture of Ma. Loida Magpatoc y Tuzo @Gwen for Robbery with Double Homicide and Damage to Property cases with a 5.6M head prize.

Still aligned on PNP Chief, PDG Alan La Madrid Purisimafs Strategic Focus CODE-P:2013 and Beyond, the use of innovative technology in aid of investigation has been reinforced through the implementation of e-projects which help the CIDG in bringing criminals behind bars.

Coinciding with this year's anniversary CIDG will launch the Criminal Biometric Information System (CBIS). It is a scheme that serves as database for the arrested person including their personal information, fingerprint, and photo as well. The program also allows the recording of relevant data such as the name of the apprehending officer, the status of the case and the place where the case has been filed. This program is designed to centralize the vital information and organize all the data of the arrested person which could be used simultaneously by the CIDG field offices/units for the easy retrieval of files and records if any, of the arrested person. It will also enable the CIDG to easily identify suspects or the arrested person thru the fingerprint in stored in the database.

This year's Guest of Honor and Speaker is none other than the gOld Hath of the CIDG, Police Director Lucas M Managuelod, (Ret.) the current Vice-Chairman of Public Safety Savings and Loan Assoc. Inc. (PSSLAI). Managuelodfs contributions and notable accomplishments during his stint in the CIDG are the inspiration of the team to welcome him as our Guest of Honor and Speaker.

CIDG CONDUCTS SEMINAR WORKSHOP ON AUTOMATED FINGERPRINT INFORMATION SYSTEM (AFIS)

The Criminal Investigation Detection Group (CIDG) in coordination with Japan International Cooperation Agency (JICA) and PNP Crime Laboratory is now conducting a Seminar Workshop on Automated Fingerprint Information System (AFIS) at the PNP Training Center, Camp Crame, Quezon City. The seminar workshop is initiated by the CIDG Investigation Division headed by PSupt Benjamin H Silo through the mandate of the CIDG Director, PD FRANCISCO A UYAMI, JR.

This activity is set to enhance the capability of the CIDG investigators who are being tasked to respond to Crime Scenes. Also, the seminar workshop aimed to develop the competence of each and every CIDG investigators nationwide. Specifically, the CIDG investigators will be able to discover the ways and means in conducting proper lifting of fingerprints in any of the crime scene. New techniques will be learned to assist investigators in any situation in the conduct of investigation.

The five (5) day seminar started on October 14, 2013 and this be completed on October 18, 2013. All the forty (40) investigators attending the seminar are from the CIDG.

The second seminar workshop will be conducted at Davao City on November 2013. This will be followed by a 3rd seminar in Cebu City on December 2013.

“TWO CLEAN HANDS”

ORA PRO NOVIS meaning “Pray for Us”. This is the silent request of each and every Philippine National Police member all over the nation. As we protect and serve the community, we also indulge ourselves in spiritual activities. This part of our being was mostly misjudged by the community to whom we exercise our duties and responsibilities as law enforcers. As Peace Officers, we also have our patron saints. The Blessed Virgin Mary is the first and foremost The Arch Angel Michael.

On September 27, 2013, Camp Crame, PNP celebrated the 2nd PNP Annual Blue Mass in anticipation for the Feast of the Arch Angel Michael. The Mass was graced by the presence of Reverend Fr. Gerry Orbos, SVD and concelebrated by 7 other holy priests. It was enormously attended by the members of the PNP from the different Directorates, National Operation Support Units, National Administration Support Units and liaisons from the different Police Regional Offices Nationwide along with our Admirable Ladies including the group of the Non-Uniformed Personnel.

The homily of Rev. Fr. Gerry Orbos, SVD was filled with the essence of holiness it was dwelt with the 3 important Christian virtues. Faith, Hope and Charity. Having faith to serve and Protect our community entails unconditional passion filled with dedication. Nonetheless, among all things as Fr. Orbos would say that we also need to make ourselves humble enough amidst our good performance and accomplishments and consider all things that without our faith in God we can do nothing. Faithfulness to the teaching of God and doing our job with humility would indeed give us more strength everyday of our lives. Indeed, it is also true that as we strive to enforce the law we hope that someday and everyday our community will be a better place to live and do interaction with our fellow beings. Reverend Fr. Orbos even said that each day when we wake up why don’t we try to kneel and surrender ourselves to God with the deepest Hope that every day the Blessed Mother and the Arch Angel Michael will always be at our side to guide us. He even asked the community of believers to close our eyes and put our hands on our hearts and feel the presence of the Blessed Mother along with the Arch Angel Michael and image that they are hugging us and as we are being filled with the love we may be able to share the out pouring charity that filled our hearts.

As the celebration of the Holy Mass was about to be completed Rev. Fr. Orbos asked the faithful to sing a nursery rhyme with a little innovation that goes like this:

I have two hands the left and the right,Hold them up high so clean and bright Clap them softly one two three. These “TWO CLEAN HANDS” are good to see

The improvement in the lyrics may not be that much noted by most, yet it was indeed a challenge not only to the Philippine National Police as a whole but to each and every faithful. The Holy celebration was attended by some CIDG personnel both uniformed and non-uniformed personnel with the presence of PCINSP EFREN L FERNANDEZ II, Chief PCRS, CIDG, representing our DIRECTOR CIDG PDIR FRANCISCO A UYAMI, JR. As we humbly request everyone to please pray:

On May 30, 2013 at about 9:00 o’clock in the morning, personnel from PCRS and PIO led by PCI EFREN L FERNANDEZ II and PCI ELIZABETH D JASMIN invited two (2) barbers from Dynes Saloon to White Cross Children’s Home, San Juan City and gave the resident orphans a free haircut in preparation for the opening of classes this June 2013.

Also, on the same date the team handed-over to Miss Wilma Dollete, Social Service Staff of that orphanage sixty (60) packs containing assorted school supplies to be used by the children from that home.

The purpose of this activity is to make the children be aware that policemen are not only focused on catching criminals but are also involved in civic activities and the like.
